"I was traveling through North Dakota and stopped in to have a bite to eat at the Schatz Petro" and to my amazement, I found they have employed, a couple of the "Outlaw officials" to the staff. Um Is this security for Donny's wins?"

Yes, that's the reason that Schatz wins. It's not because Schatz is the best driver, or because he has the best equipment. It's because Outlaw Officials are employed by Schatz Croassroads.
